Bucks Co. “slumlord' sued over deceptive, unsafe housing in historic move by DA

For the first time ever, the Bucks County District Attorney’s Office is suing a landlord after accusing them of acting as a slumlord for over a decade.

According to District Attorney Joe Khan, Richard and Ronald Goetter are accused of using a fake business named R & R Enterprises to force their tenants to pay them rent despite uninhabitable conditions.

Officials said that the residents were living without heat throughout this last winter and were dealing with rodents as well as insect infestations.

Their tenants were living in a residential building located on the 100 block of South Main Street in Dublin Borough when it was condemned for life-threatening conditions on April 13, 2026, officials said.

All of the tenants were evicted because of this, the DA said.

“Tenants have a legal right to basic safety and our office will stand up to seek justice for those who have been mistreated, especially victims who are elderly, disabled or otherwise vulnerable to exploitation,” Bucks County DA Khan said.

The lawsuit filed in Bucks County claims that the two men were deceptive and forced their low-income and vulnerable tenants to “choose between staying in unsafe housing or facing homelessness” for 13 years.

This marks the first time that the Bucks County DA used the Pennsylvania Unfair Trade Practices and Consumer Protection Law against a landlord.
